PROBLEM TO BE SOLVED: To provide a method for manufacturing a conductive roller configured to prevent a foam cell diameter near an outer surface from being extremely reduced, to prevent image defect, and the conductive roller manufactured by the manufacturing method, and an image forming apparatus incorporating the conductive roller.SOLUTION: A manufacturing method includes a step of continuously extruding a rubber composition into a cylindrical shape from a nozzle 2 of a head of an extruder 3 under the condition of head pressure of 25 MPa or less, and continuously foaming and crosslinking the rubber composition which has passed through a microwave crosslinking apparatus 8 and a hot-air crosslinking apparatus 9 without being cut, to form cylindrical foam 5. A conductive roller includes the cylindrical foam manufactured through the above step. An image forming apparatus incorporates the conductive roller, as a charging roller, a developing roller, a transfer roller or the like.
