Summary:PROBLEM TO BE SOLVED: To improve a hit rate of a cache server.SOLUTION: A cache information update unit 13 determines whether or not updated content popularity exceeds a predetermined value (S77). When it is determined that the content popularity exceeds the value, the cache information update unit 13 reads content property information from a content record including the content popularity (S79), and retrieves the number of access which is larger than a predetermined number from the number of access in each area, for example for the last one week, in the content record (S81). If the number of access is retrieved from more than a prescribed number of areas (for example, the number of areas are two or more), the cache information update unit 13 replaces the content property information with the worst content popularity with the content property information read in the step S79 in all the cache information of a cache information storage unit 32 (S85).
