PROBLEM TO BE SOLVED: To reduce decryption processing in a remote video distribution system, and to achieve the switching of a video instantaneously reacting to the operation of a user.SOLUTION: A remote place device 10 encodes an imaged video to generate a compressed video. A user device 30 instructs the switching of a video to a service providing device 20. The service providing device 20 accumulates the latest I frame among the compressed videos received from the remote place device 10, and determines the switching destination remote place device 10 on the basis of the video switching instruction received from the user device 30, and acquires the compressed video from the switching destination remote place device, and when the received compressed video is the I frame, selects the compressed video, and when the received compressed video is not the I frame, selects an I frame non-compressed video. Then, when the compressed video is selected, the service providing device 20 transmits the compressed video to the user device 30, and when the I frame non-compressed video is selected, transmits a compressed video obtained by encoding the I frame non-compressed video to the user device 30.
