Summary:PROBLEM TO BE SOLVED: To maintain the temperature of a secondary battery in a proper temperature range, without using an external heat source.SOLUTION: A power storage system 1 includes battery packs 11a, 11b, 11c that can be charged and discharged, battery management sections 12a, 12b, 12c including temperature sensors for measuring the temperature of the battery packs 11a, 11b, 11c, respectively, and a controller 3 for controlling charge and discharge of the battery packs 11a, 11b, 11c. When the temperature of the battery packs 11a, 11b, 11c is equal to or higher than a preset predetermined first upper limit value, the controller 3 sets the management value of charging rate to an upper limit value, and charges the battery packs 11a, 11b, 11c forcibly. When the temperature of the battery packs 11a, 11b, 11c is less than a preset predetermined first lower limit value, the controller 3 sets the management value of charging rate to a lower limit value, and discharges the battery packs 11a, 11b, 11c forcibly.
