Summary:PROBLEM TO BE SOLVED: To optimally stop a fuel cell when abnormality needing a stop of the fuel cell occurs.SOLUTION: The operation control device 80 controls operation stop of a hybrid power generation system for performing a power generation combined with SOFC and MGT operated by using a fuel gas exhausted from SOFC. The operation control device 80 comprises: an abnormality detection part 82 for detecting the abnormality in the hybrid power generation system; and a stop-operation determination part 84 for determining a stop operation corresponding to a combination of an abnormal state and an operational state of the hybrid power generation system when the abnormality detection part 82 detects abnormality needing a stop of SOFC.
