Summary:PROBLEM TO BE SOLVED: To provide an effluent treatment apparatus for executing aeration by timely supplying an optimal volume of air according with the state of an aeration tank, an air blast volume controller used for the effluent treatment apparatus, and an effluent treatment method.SOLUTION: The provided effluent treatment apparatus comprises: an aeration tank 1 for executing, upon the introduction therein of treatment target water W together with concomitantly fed air, an aerobic biological treatment in the presence of activated sludge AS; an air blast facility 2 for executing the aeration of a liquid mixture C of the treatment target water W and activated sludge AS by feeding air therein; a nitric acid meter 3 for measuring the nitric acid-derived nitrogen concentration within the liquid mixture C; an ammonia meter 4 for measuring the ammonia-derived nitrogen concentration within the liquid mixture C; a dissolved oxygen meter 5 for measuring the dissolved oxygen concentration within the liquid mixture C; a water temperature meter 6 for measuring the temperature of the liquid mixture C; and an air blast volume controller 7 for controlling the air blast facility 2 by determining, on the basis the respective measurement values of these four meters, the volume of air to be blasted into the liquid mixture C and by outputting a control signal to the air blast facility 2.
