Summary:PROBLEM TO BE SOLVED: To provide a technique related to a method in SRNC for controlling inter-RAT handover to E-UTRAN, of an E-UTRAN compatible UE operating in an in-area network having an in-area wireless controller (SRNC).SOLUTION: An SRNC receives, from an in-area GPRS support node (SGSN), a security key generated by an authentication and key distribution system (AKA), when a UE attaches an in-area network. A method in SRNC comprises: a step (202) of determining which type of UICC is included in the UE, by analyzing a security key received from the SGSN; and a step of using the knowledge of which type of UICC is included in the UE, as the basis for determining (204) whether or not permitting handover of the UE to the E-UTRAN.
