Summary:PROBLEM TO BE SOLVED: To provide a light-emitting element lighting device which generates a control power supply by using a bypass current for maintaining the on state of a bidirectional switching element having a self-holding function, and capable of reducing the circuit loss, and to provide a lighting fixture and an illumination system.SOLUTION: A light-emitting element lighting device includes an illumination load 11, a triac Q11 connected in series with a series circuit of the illumination load 11 and a commercial power supply 10, a lighting control section 3 performing phase control by controlling the triac Q11, a control power supply 4 connected in parallel with the triac Q11 and generating a control power supply of the lighting control section 3, and a bleeder circuit 12 connected in parallel with the illumination load 11 and generating a bypass current Ib from the commercial power supply 10 as a supply source. The lighting control section 3 supplies a trigger signal for turning the triac Q11 on continuously for a predetermined period of a period for conducting the triac Q11. The bleeder circuit 12 generates a bypass current Ib, controlled to a constant current, only when the voltage being applied to the illumination load 11 is lower than a threshold.
