PROBLEM TO BE SOLVED: To increase the speed of histogram generation processing for generating a histogram data of a filter region set adjacent to a position of interest on an image.SOLUTION: A local histogram generation section that sequentially generates histogram data at each position on an image while shifting the position of interest one by one includes: a histogram storage 46 that stores histogram data at each position on the image; primary difference acquisition sections 51, 53 and 56 each of which acquires as a target primary difference data of a primary difference region where a filtering region at a position of interest and a filtering region preceding by one position are not overlapped with each other; and integration sections 52, 54 and 57 each of which integrates the primary difference data acquired by the primary difference acquisition section and the histogram data at a position preceding by one stored in the histogram storage to thereby acquire a histogram data at the position of interest.
