Summary:PROBLEM TO BE SOLVED: To allow the monotonicity of a drive by a driver to be determined by an efficient and simple constitution and processing.SOLUTION: A depression kinetic momentum calculation part 31 calculates a depression kinetic momentum per unit time at a depressed position of an accelerator pedal. A distribution analysis/level determination part 33 compares a first set of the depression kinetic momentum included in the range of a reference time with a second set of the depression kinetic momentum included in the range of a determination object time shorter than the reference time, determines the increase and decrease of the monotonicity of a vehicle drive in the determination object time for the vehicle drive in the reference time, and outputs the determination result. Further, the movement of the accelerator pedal in a return direction is ignored, and the depression kinetic momentum of zero or positive values representing the movement of the depression direction of the accelerator pedal is extracted.
