Summary:PROBLEM TO BE SOLVED: To provide a seal device capable of maintaining a seal state of an elastic member such as a rubber boot.SOLUTION: A boot cover 130 holds the outer surface on the front side of a rubber boot 110 sealing the gap between a sleeve LP and a pipeline SP, to suppress expansion. Consequently, even if unexpected high pressure acts on the rubber boot 110 from the sleeve LP by tsunami or the like, since the boot cover 130 suppresses expansion of the rubber boot 110, breakage or the like of the rubber boot 110 due to the expansion is prevented and a seal state can be maintained.
