PROBLEM TO BE SOLVED: To provide a controller capable of easily setting an apparatus ID and a piece of certificate information on a smart meter.SOLUTION: A controller 110 performs a communication to set an apparatus ID and a piece of authentication information on a server 120 so that a smart meter 130 can acquire the apparatus ID and the authentication information via a server to authenticate a communication connection of the apparatus. The controller 110 comprises: a storage storing the ID and the authentication information of the controller 110; a first communication section that establishes a communication connection with the apparatus; an authentication section 112 that authenticates the communication connection of the apparatus via the first communication section; an acquisition section that acquires the apparatus ID and the authentication information of the connected apparatus via the first communication section; and a second communication section that transmits the apparatus ID and the authentication information authenticated by the authentication section 112 and the ID and the authentication information of the controller 110 stored in the storage to the server 120.
