PROBLEM TO BE SOLVED: To provide a form output device, a form output method, and a program, which enable reduction, for improving efficiency, in cost and time of designing a form definition body and changing the design thereof.SOLUTION: A method includes: storing a form definition body for defining at least an attribute of a form item and an item-attribute switchover definition file for defining a switchover attribute of a form item of the form definition body; switching over attributes of a form item of the form definition body on the basis of the item-attribute switchover definition file; and controlling output of a form having a form item of which the attribute has been switched over on the basis of the form definition body, item-attribute switchover definition file and input data.
