Summary:PROBLEM TO BE SOLVED: To switch over a communication medium in consideration of the disposition state of a terminal and an aggregation device.SOLUTION: In a communication system including a terminal having a first communication medium and a second communication medium and a device for managing a communication medium used by the terminal, the device instructs the terminal to activate the second communication medium through the first communication medium. The terminal collects information related to a terminal existent in the surroundings through the second communication medium, to report to the device the information collected through the first communication medium. When the reported information satisfies a predetermined condition, the device instructs a change to the communication medium used by the terminal.
