Summary:PROBLEM TO BE SOLVED: To efficiently allocate a session.SOLUTION: A session allocation device, for allocating a session to a transmission source terminal corresponding to a connection request packet from the transmission source terminal, includes: a maximum value storing part for storing a maximum value of either time stamp values or sequence numbers in packets, passed through the session allocation device; and a session allocation part for allocating a session to a transmission source terminal based on whether either a time stamp value or a sequence number in a connection request packet is greater than a value stored in the maximum value storing part. The session allocation part converts either a time stamp value or a sequence number in a received packet so as to either the time stamp value or the sequence number in the received packet becomes greater than a maximum value stored in the maximum value storing part, when a packet is received from a transmission source terminal.
