PROBLEM TO BE SOLVED: To flexibly perform export management over a content including technical information under access control for export management determined uniformly so far.SOLUTION: An access control device including an information sharing system which stores and provides contents, a user terminal device that a user uses to acquire a content, and an administrator terminal device that the user uses to register a content includes: access control means for performing access control over the content that the user terminal requests; content non-determination means for processing export management information on the content registered through the administrator terminal; an ID management DB which stores the user, and ID and property information the content; a content DB which stores access determination data including determination conditions of export management and the content; and export determination data including conditions for determining whether the export management is needed.
