PROBLEM TO BE SOLVED: To smoothly and comfortably transit an air conditioning environment for a purpose of an air conditioning control on the basis of a Pareto solution which realizes any air conditioning environment.SOLUTION: An index calculation part 15D calculates, for each Pareto solution, one or more kinds of indexes for evaluating similarity of contents of an air conditioning control on the basis of an operation amount or/and a state distribution regarding the Pareto solution. A similarity calculation part 15E calculates, for each Pareto solution, similarity of the Pareto solution to a reference Pareto solution selected as a reference of the Pareto solutions on the basis of the index regarding the Pareto solution and the index regarding the reference Pareto solution. When an air conditioning control mode applied to an air conditioning space is changed to a new air conditioning control mode, an air conditioning instruction part 15F instructs, to an air conditioning system 20, an operation amount regarding one of the Pareto solutions belonging to the new air conditioning control mode, having the minimum similarity to the reference Pareto solution.
