Summary:PROBLEM TO BE SOLVED: To provide a developer amount regulating blade that suppresses the occurrence of density unevenness in image formation, and an image forming apparatus that includes the developer amount regulating blade and can stably form good images.SOLUTION: A developer amount regulating blade 1 includes a belt-like metal plate 2, and an elastic member 3 that is disposed on one side in a width direction of the metal plate 2 and parallel to a longitudinal direction of the metal plate 2, and comes into elastic contact with a developing roller. The elastic member 3 is formed by crosslinking silicone rubber, and has a hardness of more than 55° and a hardness relaxation of 1.3° or less. An image forming apparatus includes the developer amount regulating blade 1.
