Summary:PROBLEM TO BE SOLVED: To provide a charge amount measurement method and a measurement device, which are capable of giving a desired charge amount to a powder and measuring a charge amount caused by friction between the powder and a specimen plate, particularly the method and the device, which are capable of measuring a frictional charge by giving a desired charge amount onto the entire surface of a powder particle having an outer layer containing a resin.SOLUTION: A charge is given by causing a thin layer of a powder 3 to pass between a set of voltage-applied parallel plane electrodes 5, and then the powder is caused to contact with a specimen plate 1, to measure a charge amount on the powder or the specimen plate occurring after the contacting.
