Summary:PROBLEM TO BE SOLVED: To provide a light-emitting module capable of preventing warpage of a substrate using ceramic and to provide a lighting device.SOLUTION: A light-emitting module 10 includes: a substrate 11 composed of ceramic; a metal pattern 12 dispersedly provided on a surface of the substrate; a semiconductor light-emitting element 13 mounted on a surface side of the metal pattern; and a metal member 14 provided on a rear surface of the substrate so as to be an electrically and mechanically non-contact state with the metal pattern. The metal pattern 12 includes first metal patterns 12a and 12b and second metal patterns 12c and 12d. The first metal patterns 12a and 12b supply a current to the semiconductor light-emitting element 13. At least parts of the second metal patterns 12c and 12d are provided spaced apart from each other at the periphery of the substrate 11 so as to be electrically insulated from the metal patterns 12a and 12b.
