Summary:PROBLEM TO BE SOLVED: To easily and properly set a parameter of a camera.SOLUTION: An imaging unit 111 photographs a vehicle. A zoom mechanism 121, a horizontal rotation mechanism 133, a vertical rotation mechanism 134, and a vertical extension mechanism 135 adjust a parameter for determining an imaging range of the imaging unit 111. A storage unit 113 stores a reference image obtained by the imaging unit 111 photographing a predetermined imaging range when a vehicle is present in the predetermined imaging range. A display unit 114 displays an image photographed by the imaging unit 111 with the reference image stored in the storage unit 113 superimposed thereon. A recognition unit 112 recognizes vehicle information from the image photographed by the imaging unit 111.
