A coarse-dense determination part 809 determines whether the density of the data stored in a base design storage part is high at the position identified by the position identification part 802. In the case of the coarse-dense determination part 809 determining that the density of the data is low at the position identified by the position identification part 802, an additional recording part 810 determines that the new data obtained by the additional data obtainment part 801 is to be recorded in the base design recording part.
