Summary:PROBLEM TO BE SOLVED: To guide a person present in a building so as to make the person easily evacuate at the occurrence of a disaster.SOLUTION: A control mode switching unit 131, when receiving abnormal condition generation data from any of abnormality detectors, switches a control mode from a normal mode to an emergency mode. An evacuation route data reading unit 132, when the control mode is switched to the emergency mode, reads, from a data storage unit, evacuation route data corresponding to an installation place of an abnormality detector to be the transmission source of the abnormality generation data. An emergency illumination control unit 133, when the control mode is the emergency mode, performs illumination control different from illumination control at a normal time with respect to a designated illumination device on the basis of the evacuation route data read by the evacuation route data reading unit 132.
