Summary:PROBLEM TO BE SOLVED: To detect a silent failure occurring in a monitoring target device disposed at the end of a closed network, without making a request on a failure monitoring server for high processing performance even if there are many monitoring target devices.SOLUTION: A failure detection system 1 comprises a failure monitoring server 10 disposed within a closed IP network (closed network) 5. The monitoring server 10, in association with the identification number of the IF 22 of the monitoring target device 20 disposed at the end of the closed IP network 5, stores an end device management table in which the identification number and the IP address of an end device 30 connected to the IF 22 are stored. The failure monitoring server 10 generates test destination information containing information on the end device 30 being the destination of executing a test by each end device 30, on the basis of the end device management table and transmits it to each end device 30. Then, the end devices 30 disposed outside the network autonomously execute tests via the monitoring target device 20 using the test destination information.
