Summary:PROBLEM TO BE SOLVED: To provide an image encoding device which cuts back the calculation amount necessary to determine a block size and also can determine a block size more suitable for images than ever.SOLUTION: An image reduction unit 11 shrinks a baseband image to generate a 1/4-shrunk image. A 1/4 image MB size determination unit 12 calculates an evaluation value for encode processing which is for the 1/4-shrunk image and which conforms to a plurality of bock sizes and selects a block size for the 1/4-shrunk image from the plurality of bock sizes on the basis of the evaluation value. An image MB size determination unit 13 enlarges a block size for the 1/4-shrunk image and selects a block size for the baseband image from the block sizes before and after being enlarged. An image encoding unit 14 encodes the baseband image by using the block size for the baseband image.
