Summary:PROBLEM TO BE SOLVED: To provide a heat-medium heating device that exchanges heat generated in a PTC heater with a heat medium more efficiently.SOLUTION: A heat-medium heating device 10 includes a heat exchanger 20 and a PTC heater 50. The heat exchanger 20 includes: first to third flow channels 32-34 where a heat medium flows; a heat medium inflow pipe 37 for supplying the heat medium to the first to third flow channels 32-34; and a heat-medium outflow pipe 38 for discharging the heat medium flowing through the first to third flow channels 32-34 to the outside. The PTC heater 50 is disposed between adjacent flow channels to heat the heat medium flowing in the flow channel. In the heat-medium heating device, the heat exchanger 20 has a plurality of pockets 22 for separating the adjacent flow channels from each other and housing and holding the PTC heater 50.
