Summary:PROBLEM TO BE SOLVED: To provide a radio communication device, a radio communication system, a radio communication method and a radio communication program, capable of increasing certainty of communication without adding a relay device etc. to the radio communication system configuration.SOLUTION: A radio communication device 10 includes a retention unit 102 and a call control unit 104. The retention unit 102 retains electric field intensity of a signal received from another radio communication device 10, and a first communication success rate which is a communication success rate, when the other radio communication device 10 transmits information to the next calling destination. By the retention of the electric field intensity of the other radio communication device 10, the call control unit 104 can select another radio communication device 10 having electric field intensity of a constant threshold or greater, as a calling destination candidate. Further, by the retention of the communication success rate when the other radio communication device 10 transmits information to the next calling destination, the call control unit 104 can select a calling destination by considering connectivity from the calling destination candidate.
