PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a fiber bundle by which a perfect automation and a semi-continuous manufacture can be achieved, and which have a high efficiency and a high precision.SOLUTION: The device is a packaging apparatus to perform a packaging with a film in order to manufacture a fiber bundle. The packaging apparatus consists of first and second side elements, and a flexible groove section which is fixed to an area between the first and second side elements, and is used for receiving the film and the fiber bundles. The packaging apparatus includes: a receiving section for which a driving section for moving the first side element in a manner to go across the groove section is installed; and at least one bending machine which moves in a manner to go across the groove section in order to bend the film around the fiber bundle. The flexible groove section is constituted of a steel sheet or a steel film.
