PROBLEM TO BE SOLVED: To provide a bill processor and a bill processing method for allowing bills stored in a storage part by payment processing or the like to be used as bills to be loaded on an ATM or bills to be paid to a customer at a bank window as they are, even when performing an operation of using only bills whose serial numbers are managed as bills to be loaded on the ATM or bills to be paid to the customer at the bank window.SOLUTION: A bill processor 1 includes: a plurality of storage parts 52 for storing bills; a conveyance part 18 for conveying bills supplied into a machine body 2 to the respective storage parts 52; an identification part 40 provided in the conveyance part 18, for reading serial numbers of the bills supplied into the machine body 2; and a control part 70 for controlling the conveyance part 18. The control part 70 controls the conveyance part 18 so as to store the bills whose serial numbers are read by the identification part 40 and the bills whose serial numbers are not read by the identification part 40 in the different storage parts 52.
