Summary:PROBLEM TO BE SOLVED: To provide a drilling and agitating method for reducing drilling and agitating resistance when solidifying and improving ground having a hard ground layer.SOLUTION: The drilling and agitating method is a method for discharging a solidification material from a first discharge pipe 3 attached at a prescribed position of a rotary shaft 1 into the ground in a rotation area of an agitation blade 2 provided on a lower part of the rotary shaft 1, agitating and mixing it with in-situ soil, and forming a solidification pile. The object ground has a hard ground layer 91, and in the hard ground layer 91, an aqueous solution of polyacrylic sodium or polyacrylamide which is a drilling and agitating resistance reducing agent is discharged from a second discharge pipe 3.
