Summary:PROBLEM TO BE SOLVED: To obtain highly-pure hydrogen gas having no contamination of impurities in the produced gas, and having no risk of explosion when producing brown gas containing hydrogen gas.SOLUTION: A portion over the liquid surface of raw material water supplied from a raw material water supply means 1 is heated by a heating means 8 in a superheated steam heating tank 2 to generate superheated steam, and the superheated steam is heated up to a temperature of 600°C-700°C, to thereby generate brown gas containing hydrogen gas. Then, a mixed fluid containing the brown gas and the superheated steam is allowed to flow out from a space over the liquid surface of the superheated steam heating tank 2 through a steam flow pipe 11, and the other end of the steam flow pipe 11 is sent into a gas-liquid separation tank to separate the brown gas from the superheated steam, and the brown gas is taken out into a brown gas outflow pipe 13 and cooled by a cooling means.
