PROBLEM TO BE SOLVED: To provide an apparatus and method for manufacturing a fibre bundle, which are completely automated, perform quasi-continuous manufacturing, are highly efficient and highly accurate.SOLUTION: A wrapping apparatus for wrapping a fibre bundle with a film in order to manufacture the fibre bundle includes: a reception part which comprises a first and second side part elements and a flexible groove part that is fixed between the first and second side part elements and receives the film and the fibre bundle, and which is provided with a drive part for moving at least the first side part element across the groove part; and at least one folding machine for moving across the groove part so as to fold the film around the fibre bundle. The end part of one side part element of both side part elements, where the flexible groove is fixed, is formed as a knife edge, and the end part corresponding to the other side part element can be moved upward of the knife edge. The flexible groove part is composed of woven fabric.
