Summary:PROBLEM TO BE SOLVED: To provide a semiconductor device including a phase change memory or the like capable of realizing improvement in memory use efficiency.SOLUTION: A memory area of a phase change memory is managed, for example, per sector of 512 bytes and per page of 2048 bytes, comprising four sectors, and metadata is written in one of the four sectors. The metadata includes the number of times of writing operation performed to each one of the four sectors, and the minimum number of times of the writing operation thereamong. On the basis of the metadata, stored data is shuffled among the four sectors. The number of times of the writing operation for each page is specified by using the minimum number of times of the writing operation in the metadata. On the basis of this, the stored data is shuffled between the pages.
