Summary:PROBLEM TO BE SOLVED: To encode or decode an image more easily.SOLUTION: The image processing apparatus includes an effective digit encoding section for encoding the information about the maximum effective digit, i.e., the effective digit of coefficient data having a largest absolute value, for each set of predetermined multiple number of coefficient data generated from image data, a zero-run encoding unit for encoding zero-run consisting of a set composed only of the coefficient data having a value of 0, an absolute value encoding unit for encoding the absolute value of each coefficient data, for each set, for the coefficient data other than the zero-run, and a sign encoding unit for encoding the positive and negative signs of each coefficient data, for each set, for the coefficient data other than the zero-run. The invention is applicable to an image processing apparatus.
