Summary:PROBLEM TO BE SOLVED: To expand the accommodation number of recipients by reducing the amount of IGMP/MLD control packets from an IGMP/MLD aggregation device to a router, and reducing the load of a router on a software processing section.SOLUTION: A device 401 for aggregating the IGMP/MLD control packets is introduced between a router 101 and an IGMP/MLD recipient terminal 106. The device 401 stores a line requiring multicast participation of IGMP/MLD, and when the participation state changes, transmits an aggregation packet 404 collecting the participation situation of each line to the software processing section 201 of the router 101. The software processing section 201 understands the multicast participation situation of each line 105 of the device 401 according to the aggregation packet 404.
