Summary:PROBLEM TO BE SOLVED: To provide a transparent composite substrate having superior optical characteristics and a display element substrate with high reliability with the transparent composite substrate.SOLUTION: A transparent composite substrate 1 includes: a composite layer 4 having a glass cloth 2 having a difference between maximum and minimum values of refractive indexes of ≤0.01 and a resin material 3 with which the glass cloth 2 is impregnated; and a gas barrier layer 5 provided on the composite layer 4. The water vapor permeability measured based on a method prescribed in JIS K 7129 B is ≤0.1 [g/m/day/40°C, 90%RH]. The material constituting the gas barrier layer 5 preferably includes a silicon compound expressed by SiOxNy, where x satisfies a relation of 1≤x≤2 and y satisfies a relation of 0≤y≤1.
