Summary:PROBLEM TO BE SOLVED: To restrain deterioration of a nonaqueous secondary battery due to charging.SOLUTION: A controlling device for controlling charging of a nonaqueous secondary battery so that charging power of the nonaqueous secondary battery does not exceed an upper limit has a current sensor and a controller. The current sensor detects a current value when the nonaqueous secondary battery is charged and discharged. The controller calculates an evaluation value for evaluating a first deterioration component from a charging/discharging state detected using the current sensor. The first deterioration component reduces an input/output performance of the nonaqueous secondary battery together with deviation of an ion concentration in an electrolyte due to charging of the nonaqueous secondary battery. The controller reduces the upper limit when a value found by integrating the evaluation value exceeding a target value exceeds a threshold. By reducing the upper limit, charging of the nonaqueous secondary battery can be limited.
