PROBLEM TO BE SOLVED: To enable a reception terminal of a user to measure quality and all of a carrier, a service provider, and the user to measure or learn the measurement result when the quality the user feels about a service is deteriorated.SOLUTION: A receiving-terminal quality measuring device obtains measurement instruction information on quality measurement start from an information communication service receiving-terminal, measures quality information at the information communication service receiving-terminal, requests a relay device for measurement of the quality information, and stores information measured by receiving-terminal quality measuring means and information obtained by quality measurement request means in one or more external public quality information storage means. The device obtains the information stored in the public quality information storage means and displays it on the information communication service receiving-terminal. Further the device transmits a measurement start request to the relay device, and synchronizes a packet as an object of measurement between the information communication service receiving-terminal and the relay device.
