PROBLEM TO BE SOLVED: To establish communication even with access restriction enforced by the network side.SOLUTION: A user terminal comprises: a storage section for associating a detected network with quality of communication with the network and storing that information; a network selection section for selecting a network to be accessed from among networks stored in the storage section, in response to a calling operation; a restriction determination section for determining whether the user terminal is subject to access restriction by the selected network; and a call processing section for accessing a network which is determined as not enforcing access restriction for the user terminal. If the restriction determination section determines the user terminal to be subject to access restriction by a network, the network selection section selects another network from among networks stored in the storage section.
