Summary:PROBLEM TO BE SOLVED: To provide a transparent composite substrate having excellent optical properties and a reliable display element substrate provided with the transparent composite substrate.SOLUTION: The transparent composite substrate 1 includes a composite layer 4 comprising glass cloth 2 in which the difference between its maximum and minimum refractive indices is not greater 0.01 and a resin material 3 impregnated in the glass cloth 2, and gas-barrier layers (surface layer) 5 arranged on the composite layer 4. The gas-barrier layer 5 is composed of a silicon compound expressed by SiOxNy. The x and y satisfy the relation: 0.3<x/(x+y)≤1. The glass cloth 2 is a glass fabric in which glass yarns 2a bundles of a plurality of glass fibers as warps are interwoven with glass yarns 2b bundles of a plurality of glass fibers as wefts. Taking the cross section of the glass component in the weft glass yarn 2b per unit width as 1, the ratio of the glass component in the warp glass yarn 2a per unit width is preferably not less than 1.04 and not greater than 1.40.
