Summary:PROBLEM TO BE SOLVED: To improve safeness upon charging and discharging an in-vehicle battery.SOLUTION: A grounding terminal 66 of a vehicle side connector 62 is connected to a vehicle body earth; and upon connecting a charging and discharging connector in various types to the vehicle side connector 62, the grounding terminal 66 is grounded to the ground surface through a metal chain 104 connected to the grounding terminal 66. Thereby, even when a connector that is not connected to a grounding line from an external power supply, for example, a two-terminal type charging connector of a charging cable for a pair of power lines or also a two-terminal type discharging connector of a power supply cable of electric equipment outside the vehicle, is connected to the vehicle side connector, the grounding terminal 66 connected to the body earth can be electrically grounded to the ground surface. Thereby, even when a leak current runs in the vehicle body upon charging an in-vehicle battery with power from a power supply outside the vehicle or upon discharging power of the in-vehicle battery to the electric equipment outside the vehicle, the leak current running in the vehicle body can be released to the ground surface (earth).
