Summary:PROBLEM TO BE SOLVED: To provide a tool for efficiently producing an atomized dispersed mixed fuel of oil and water by achieving atomization and dispersion mixing of a mixed liquid of oil and water.SOLUTION: The production tool comprises a structure which includes: a casing 1 including a supply port 1A on one side and a discharge port 1E on the other side; a dispersion and distribution base plate 2 which faces the supply port 1A side in the casing 1, has a circular cross-sectional surface, a required thickness, and a required width for the adjustment of equal transfer pressure and equal dispersion and distribution of a mixed liquid 10 supplied, over the whole area, and includes dispersion and distribution voids with a short length of arc and a distribution void ratio of 15-20% formed over the whole area; and atomization dispersion mixing base plates 3A, 3B, and 3C which are provided together with the dispersion and distribution base plate 2, has a shape and a thickness equivalent to those of the dispersion and distribution base plate 2, and includes atomization dispersion and distribution voids formed with predetermined widths and lengths of arc at predetermined intervals from the outer edge to the center, wherein the widths and the lengths of arc of the atomization dispersion and distribution voids are slightly different from each other, so that the distribution void ratios are each 50-60%, 40-55%, and 30-40%.
