PROBLEM TO BE SOLVED: To provide a heat medium heating device, an air conditioner for a vehicle and a method for manufacturing the heat medium heating device, that can improve strength in a lamination direction while improving heat transfer efficiency.SOLUTION: The heat medium heating device includes: a plurality of flat-shaped flat heat exchange tubes 17 through which a heat medium introduced from an entrance header part 21 is distributed and led out from an exit header part 22; and a PTC heater held therebetween by the two laminated flat heat exchange tubes 17. For the flat heat exchange tubes 17, the entrance header part 21 and the exit header part 22 are provided in parallel on one end part, a U-turn part 24 for turning the flow direction of the heat medium by 180° is formed at the other end part, and a first tube part 23 composed of a plurality of tubes in parallel with each other, through which the heat medium is distributed, are installed at the U-turn part 24.
