PROBLEM TO BE SOLVED: To provide a heat medium heating device capable of closely adhering a plurality of flat heat exchange tubes with a PTC heater and outlet and inlet header parts with each other and incorporating them in a casing, and a vehicle air conditioner equipped with the same.SOLUTION: In the heat medium heating device, the flat heat exchange tubes 17 each having a flat tube part 20 and the outlet and inlet header parts 21, 22, and the PTC heater 18 are laminated in multiple layers, and one face sides of the flat heat exchange tubes 17 are pressed by a heat exchange pressing member 16 and incorporated to the inner bottom face of the casing. One face of at least a top stage flat heat exchange tube 17a pressed by the heat exchange pressing member 16 out of the plurality of laminated flat heat exchange tubes 17 has a planar shape in which the flat tube part 20 and the outlet and inlet header parts 21, 22 are made flat.
