Summary:PROBLEM TO BE SOLVED: To provide a transparent composite substrate with excellent optical characteristics, and to provide a highly-reliable display element substrate including the transparent composite substrate.SOLUTION: The transparent composite substrate 1 includes: a composite layer 4 having a glass fabric 2 in which the difference between the maximum value and the minimum value of refractive index is 0.01 or less, and a resin material 3 impregnated in the glass fabric 2; and a gas barrier layer 5 provided on the composite layer 4. The glass fabric 2 is a woven glass fabric woven from a warp glass yarn 2a formed by bundling a plurality of glass fibers, and a weft glass yarn 2b formed by bundling a plurality of glass fibers. It is preferable that a ratio of a first rate relative to a second rate is from 1.04 to 1.40 inclusive, the first rate being the rate of glass fibers in the cross-sectional surface of the warp glass yarn 2a per unit width, and the second rate being the rate of glass fibers in the cross-sectional surface of the weft glass yarn 2b per unit length.
