PROBLEM TO BE SOLVED: To provide a water intake and drainage member which is attachable even when a down pipe is not divided into upper and lower parts and whose attaching construction is easy.SOLUTION: The present invention is a water intake and drainage member 1 attached to a down pipe 2 to intake rainwater flowing through the down pipe 2, send it to a water storage tank 3 and drain overflow water of the water storage tank 3 to the down pipe 2. On an upper part of a water intake and drainage member body 10, a water intake port part 11 connected to a rainwater take-out hole 20 provided on the down pipe 2 and a carry-away port part 12 for making the rainwater taken in from the water intake port part 11 flow to the side of the water storage tank 3 are provided. Further, on a lower part of the water intake and drainage member body 10, an overflow water receiving port part 13 connected to the side of the water storage tank 3 and a water drain port part 14 for making the overflow water taken in from the overflow water receiving port part 13 flow to a return hole 21 provided on the down pipe 2 are provided.
