PROBLEM TO BE SOLVED: To provide a technique that can connect a communication device with a synchronization function and a communication device without a synchronization function, and the synchronization function between communication devices with a synchronization function is not spoiled.SOLUTION: A subscriber accommodation device 23 constituting a clock synchronous network comprises: a core-network-side input port 231 or synchronous clock dedicated line input port 234 for receiving a synchronous clock from a clock synchronous network or clock distribution network; a clock extraction unit 236 and a system clock 237 for generating a synchronous clock as is or a frequency-converted synchronous clock as a system clock of the subscriber accommodation device 23; and an access-network-side output port 233 for transmitting a frame in synchronization with a system clock having a frequency within the range of a specified value of a clock frequency in a clock asynchronous network to another communication device situated in the clock asynchronous network.
