Summary:PROBLEM TO BE SOLVED: To provide a foundation cosmetic for lips using advantages of an oil-in-water type emulsified cosmetic having preferable characteristics as the foundation cosmetic such as quick drying properties, somberness correcting effects and makeup lasting, not causing stretch feeling or stiff feeling like a silicone-based resin film, and having comfortable feeling of use.SOLUTION: It is found that an oily cosmetic excellent in migration resistance, no odor and causing no cobwebbing is obtained by blending polyisobutylene being a flexible and cohesive hydrocarbon resin with a volatile hydrocarbon oil in combination, and specifically selecting the polyisobutylene having predetermined relative mass (molecular weight) within a predetermined range. That is to say, the oil-in-water type emulsified foundation cosmetic includes polyisobutylene having a relative mass of 30,000-100,000, volatile hydrocarbon oil, pigment, a water-swellable thickner and an aqueous medium.
