PROBLEM TO BE SOLVED: To provide an illuminating device capable of suppressing the decrease in uniformity of planar light beam due to an ambient temperature difference between light sources, and an image forming apparatus including the illuminating device.SOLUTION: An illuminating device 10A includes: light guide reflection members 16 and 17 that guides a plurality of light fluxes that are incident from a plurality of light sources 18to 18N; and a light guide plate 14. The light guide plate 14 has a first edge surface 14ea on which the plurality of light fluxes guided by the light guide reflection members 16 and 17 are incident, and converts the plurality of light fluxes that are incident on the inside from the edge surface 14ea, into planar light fluxes. Further, the light guide plate 14 has a second edge surface 14 ec that is formed on one end side in the extending direction of the first edge surface 14 ea. The light sources 18to 18are arranged to the second edge surface 14 ec side, and are arranged along the extending direction of the second edge surface 14 ec.
