Summary:PROBLEM TO BE SOLVED: To maximize the cutting-out rate of coke while maintaining the boiler inlet gas temperature at the upper limit or a lower temperature in the facility restriction even not only in a regular operation state but also in a varying operation state in the operation states.SOLUTION: A CDQ facility 100 elevates a circulating gas from the lower layer toward the upper layer of coke in a cooling chamber to cool the coke, and cuts out the lower layer side of the coke, and replenishes coke before being cooled to the upper layer side, and cools the circulating gas discharged from the cooling chamber and circulating the gas into the cooling chamber. A controlling apparatus 1 calculates a predicted temperature of the circulating gas by modeling the phenomenon in the cooling chamber including the phenomenon of the coke in the cooling chamber and the phenomenon of the circulating gas, and the cutting-out rate of the coke is controlled so that the obtained predicted temperature becomes the upper limit temperature or a lower temperature in the CDQ facility 100 restriction.
